Requirements for Qualifications and the Past Performance of the Bidder:

（1） ★资格要求Requirements for Qualifications of the Bidder

A.★如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).

★如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

★投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).

★招标人认可该分公司和上级法人单位的资质、资格和业绩，不认可同一上级法人单位的其它分公司的资质、资格和业绩。分公司与上级法人单位只可一家参与投标，同时参与投标的，投标均无效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.

B.★投标人所投产品的制造商须具备有效的GB/T190******委员会网站核实(******/)。如果有中国国家相关部门发布的最新体系标准，以最新体系标准为准。投标时需提供原件扫描件（原件备查）。
The manufacturer of the product bid by the bidder must hold valid certificates for GB/T19001 (ISO9001) quality management system certification . Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People's Republic of China (******/). If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).

C.★对于从中华人民共和国关境内供货的货物，不接受代理商投标；对于从
中华人民共和国关境外供货的货物，接受代理商投标。
For Goods to be supplied from within the customs territory of the People's Republic of China, bids from agents will not be accepted; For Goods to be supplied from outside the customs territory of the People's Republic of China, bids from agents can be accepted.

★如果投标人所投货物非投标人自己制造，投标人应得到所投货物制造商同意其在本次投标中提供该货物的唯一合法授权书，同时提供所投货物制造商的承诺函，承诺所投货物为制造商工厂生产。投标时提供制造商授权书（见第一册格式IV-9-4）和承诺函的原件扫描件（原件加盖制造商公章）。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a sole legal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. Meanwhile provide the Manufacturer's commitment letter, promising that the goods tendered to be produced by manufacturer's factory.The scanned copy of the original authorization letter (See Form IV-9-4 in Volume One) and commitment letter must be provided and be included in the bidding document(original letter stamped with the official seal of the manufacturer ).

★投标人以自己制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。投标人将被授权的货物再授权给其他投标人同时参与投标的，相关的所有投标将被拒绝。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

Can a bidder participate in the bidding without purchasing the Solicitation Document? No.
F.★产品要求：投标人的工厂应为完成本项目产品的设计、部件采办、制造成撬和测试的制造商。投标人提供的必须为经过成熟应用的产品，不接受新研发的************有限公司或其授权单位组织的 “工程建设重大技术与产品首次应用管理认定”，可免除此项要求，但投标人须提供由该认定申请单位（即项目所属单位工程项目组）出具的《工程建设重大技术与产品首次应用管理认定通过通知书》。投标人投标时须提供承诺函。
Products requirement：The Bidder's manufacturer shall complete the products design, components procurement, manufacture, assembly and function testing, the products proposed by BIDDER shall has reliable performance with full running, prototype equipment shall not be acceptable. This requirement can be exempted if the sea water lifting products (rated flow 2250m3/h, mlc80) proposed by bidder has been approved comply with Project Construction First-Application of Critical Technique&Product Certification Program by CNOOC corporation or its authorized branch, the approval letter of Project Construction First-Application of Critical Technique&Product Certification issued by project team shall be provided. The Bidder shall submit the commitment letter.
G.★制造要求：海水提升泵应在其泵品牌制造厂生产，并提供产地证明文件或承诺。招标人不接受贴牌产品（贴牌产品指的是需要采购的产品并不是直接来自产品提供商的技术，而是由其他的制造商完成后贴上其产品提供商的商标）
Manufacturing requirements：The seawater lift pumps should be produced in its pump brand own manufacturer and provide certificate or promise of origin. The OEM product does not accept by the purchaser (OEM means the product to be purchased are not directly from product bidder’s technology, but finished by others product maker except the logo of product belong to product bidder）
（2）资质要求及证明文件Requirements of Qualification of Bidder and Certificate

(3)业绩要求Requirement for Bidder's Past Performance:

2010年1月1日至投标截止日（以合同签署日为准），投标人所投产品的制造商须具有至少1个合同的潜没式电机驱动的立式海水提升泵的供货业绩（供货业绩的制造商必须是本次投标产品的制造商），且均满足额定排量不少于2250方/小时和扬程不少于85米，介质为海水的技术要求。
From 1st of Jan 2010 to the deadline of bids submission stipulated (Based on the date of contract signing), the bidder’s manufacturer( the manufacturer in reference is same as tendered) shall successfully delivered at least one vertical submerged electrical motor driven seawater lifting pump contract,which the rated flow is at least 2250m3/h, header is at least 85 meters, and flow medium is sea water.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：
1）销售合同/订单复印件（含合同首页、签字页、设备总布置图及关键技术参数(泵排量、扬程和潜没式电机驱动的立式海水提升泵））；
2）用户/买方签字或盖章的到货验收材料（到货验收单或调试报告或设备接收证书或完工证书）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include:
1)Copy of sales contract/PO（including contract homepage,signature page,equipment general layout drawing and key technical parameters(rate flow,header, vertical submerged electrical motor driven seawater lifting pump));
2)Delivery acceptance materials signed or stamped by end user or purchaser( delivery acceptance form or commissioning report or equipment acceptance certificate or completion certificates)

投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、用户名称、制造商名称、货物名称、设备总布置图和技术规格(泵排量、扬程和潜没式电机驱动的立式海水提升泵）、用户/买方签发的到货验收材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); end user’s name, manufacture name, equipment package name, equipment general layout and key technical parameters(rate flow,header and vertical submerged electrical motor driven seawater lifting pump),delivery acceptance materials signed or stamped by end user or purchaser.

若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下，提供1个或以上的订单及与订单对应的到货验收材料，均视为1个有效业绩。
未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

******有限公司或其授权单位组织的 “工程建设重大技术与产品首次应用管理认定”，则无需提供上述业绩及业绩证明文件，但投标人需提供由该认定申请单位（即项目所属单位工程项目组）出具的《工程建设重大技术与产品首次应用管理认定通过通知书》。

The previous project reference and reference supporting document can be exempted if the sea water lifting products (rated flow 2250m3/h, mlc80) proposed by bidder has been approved comply with Project Construction First-Application of Critical Technique&Product Certification Program by CNOOC corporation or its authorized branch, the approval letter of Project Construction First-Application of Critical Technique&Product Certification issued by project team shall be provided.
